Interesting question. Sorry for my delay in responding as I have been attending the ARDA Convention for the better part of this week.
The answer to your question really depends on what is in your paperwork. It sounds as if something is fishy at best, but it really all depends on what was included in your original paperwork as far as exchange and exchange affiliations are concerned.
It seems as if your home resort did not have a true affiliation with RCI or II. You may want to check directly with those companies to get the real story.
Have you checked out any of the smaller exchange companies such as DAE, Platinum or Trading Places? Also, I would check out the rental and exchange sections of RedWeek.com, as I doubt you are the only person in this unfortunate situation.
I do want to hear what your paperwork states and also what RCI/II have to say, so please keep me up to date. The more information you have, the more I and other people may be able to assist you and give you options.
