You CAN (chance it) rent the unit but the exchanger should be aware that if he/she is caught by the exchange company that you (the renter) can be turned away at check-in and the exchanger banned from the exchange company membership.

If he owned the week outright then he could rent it to whomever he chose, but since it was an exchange that's a no-no with the exchange companies.

This rule is in place to keep people (like him) from exchanging for the most popular resorts, locations and times and then renting out for a profit.
