What you're paying for when buying from a developer is their overhead = salespeople, closers, discounts, presentations, free meals, advertising, street hawkers etc. People that are educated about timeshares know to never buy from a developer, however if someone hasn't researched all phases of timeshare ownership then the developer will continue their spiel as they always have and those that are unaware of resales will buy IF they're interested in ownership.

It's really the responsibility of a prospective buyer to do their research, and this day and time with the internet at most people's fingertips that shouldn't be hard to do. There's education concerning timeshare ownership (developer vs resales) all over the internet.

You are correct that someone had to buy from the developer in the first place in order for resales, but people are being educated about such IF they do their research.
