The other thing that seems suspicious is that you say the agency "resolved the matter for half of what the resort wanted". Many resorts and timeshare companies are now taking back units from owners who want out if the mortgages and maintenance fees are paid up to date.

Also, with many Mexican timeshares, since they are RTUs or vacation club memberships rather than deeded property, they can usually be terminated by simply stopping payments. An owner does not need an agency out of Hawaii to do that.
