Yes. it is open and it is a great place to stay. However, it is always fully booked by owners, some of whom may rent privately on occasion but mostly they use it themselves or share it with friends. Phillips Club is a Private Residence Club, not a conventional timeshare. Owners purchase a 1/8 share of an apartment with prices beginning around $200K for a one bedroom. There are also 2 and 3 bedroom units available for purchase. Studios are sold out. Owners pay an annual maintenance fee and a daily housekeeping charge. Phillips Club also has a wing that offers corporate or other short stay rentals. I think that the minimum there is 1 month. This is being phased out and converted to units for sale. You may rent from any date for up to one week, if the time slot is available. Anything from a studio to a three bedroom is potentially available with enough notification of your needs.

Are there any for sale in the secondary market by current owners?

Technically speaking, you can rent from any day to any day. You just have to find an owner who is willing to rent to you.

Phillips Club also has a program where they rent apartments to executives who need to be in the city for a month or more. This program is being phased out, as they convert those units to the private residence club format. They are currently selling those units for $180,000 for the studio and $215,000 and above for one bedroom. when the owner provides you the copy of agreement at the same time he will tell you about the renting procedure.Mostly landlord asks for monthly renting.
