Re-Sale with Week Booked

Looking at purchasing a Timeshare at Westin North Villa where existing owner has booked a week later in 2018. Existing owners want new purchasers to refund mtce fees for 2018. What options do we have purchasing this unit with this week already booked? Can we as new owners change the dates and carry it over and bank it to use in 2019?
