When the posting states to "Contact Owner" the site only wants my credit card info along with name and address. I wanted to ask the owner a specific question but I do not see a way of doing that.

To respond to any RedWeek ads yes, you must first be (i.e., pay to become) a RedWeek member. You can SEE the ads without membership, but you cannot RESPOND to any ads without first becoming a RedWeek member.

Personally, I like this feature, since it tends to discourage those who are really just "kicking the tires" anyhow from wasting the time of the advertiser. Those who are sincere and genuinely interested are unlikely to balk at a $15 membership cost.
