floating week?

what does floating week mean? Is it harder to get a week that u want? Are you put in after others that have locked in weeks?

My family has always gotten the 3rd week in October on the creek for the past 22 years at the Arroyo Roble BUT we always call exactly one year in advance for our family reunion.
